Made a few test runs with the wastegate solenoid unplugged and found boost of only 9 psi. no vacuum leaks. boost builds quick but stops at 9psi.. HELP :(

Checking boost with scan tool found only making 9psi to WOT. Found wastegate control never closed went between 30% and 70%.. No codes. What sould I check for next?
