low boost problem?

Checking boost with scan tool found only making 9psi to WOT. Found wastegate control never closed went between 30% and 70%.. No codes. What sould I check for next?

stock turbo with internal wastegate? it may be sticking

Bad solenoid? Usually they tend to over boost though, worth a shot.
