Will this allow me to data log and make adjustments to the tuning? I currently have a turbo tweak chip and want to stay with that set up.

this set up will allow you to tune your truck. Meaning. you will toss the TT chip you have and start making your own tune using data master or tunerpro.

will this allow me to tune for E85? I am starting at square one with a stock truck. I want to make sure this will take me from stock to extreme pretty much.

I never had time to do tuning.jaystcb knows a lot. I just did data logging and just burned a stock backup and a base tune off code59 site.
