stuck speedo problem

my speedometre is peg at 120 mph , i check for loose connection but found nothing . Could it be a cluster problem ?

Out of the Helms service manuals that I paid $127.50 for five years ago. Pricey but still cheaper than a trip to the "stealership" to have them look at and repair the problem.
