loosen the bolts holding it to the TB and turn. yo must remember tho the tps is recalibrated whenever the ecm powers down so you prob need to just by a new one.
Or it could be as simple as a floor mat keeping the gas pedal from going all the way to the floor... I have thick ones in my truck and saw 98% on Datamaster when it was under the gas pedal. I cut a section out of it a long time ago because of this.
Have someone hold the pedal down and see if you can move the throttle lever towards full throttle at the throttle body. If so yur not getting full throttle and need to adjust. Often it's just the carpet as Mike said.
